If one gets time, they should at-least go by and read HITECH on Wikipedia. The core of the act, "Nationwide Network of Electronic Health Record". It sounds like Patients health records will be available to the next doctor, without much effort. This sounds like freedom for Patients, who will not bound to Network of Provider compensated by their Insurance companies. But is it ??

There are more than 350 companies also known as vendors in the business of Prepacked Solution. Their solution have talk to another solution or may not. That is why professional groups are pushing for HL7 and DICOM standardization. Where the purpose of these Non-Profits are to develop Standards, followed by rolling out Accreditation to companies using those standards, thus the solution then maybe Inter-operable.
This was just a glimpse of activities going on, since a long time, but with Obamacare have got a center-stage and importance. Currently in India, may Information Technologist are pushing for solutions, which they consider are ideal for a Healthcare situation, but upon deeper investigation one sees that they are not serving the function at all, or even if they do, they are not designed to talk. Emergence of L&T 1,600 Crore and World Bank scam, points out to a deeper problem, of "Immorality" in "National Financing Markets". Where corrupt Governments like India borrow Loans from their American Loan Shark, for a Loan awarded to "Corporate", also known as, Sharks close associate or cousins. Who not only provides a Solution that has not considered the needs of Grassroots, but also create a Huge National Debt, with Swiss Banks bustling and American Wall Street dancing.
